recruit and induct staff
identification of schools for interventions
establish clear practices and processes
to develop services which build on, and enhance, good practice that is already established in the cluster
to link support / intervention with the services provided by the LEA and agencies
reduce by 10% the number of unauthorised absences in targeted secondary schools
improve to 91.5% overall attendance in secondary schools
improve to 95% overall attendance in primary schools
reduction in the number of cumulative days lost through fixed term exclusions by 10% in the first year and by a similar proportion each subsequent full year in targeted schools
reduce the number of permanent exclusions in targeted schools
reduce the risk of youth crime
provide first day education for 75% of excluded students in targeted schools
improvement in attainment for 70% of caseload students (key workers)
improvement in behaviour for 75% of caseload students (key workers) where behaviour is identified as an issue
improvement in attendance for 70% of caseload students (key workers) where attendance is identified as an issue
work towards mainstreaming of effective interventions
